In Issue 2, Badges are awarded to players for accomplishing special tasks. One of these tasks is to research Paragon's City History by reading all of the history plaques in the game. The devs made some of them VERY difficult to find, but a group of dedicated gamers with a little help from the devs (Thanks Positron!) were able to find them all and collect their locations for you along with directions.
You'll notice that there are coordinates at the beggining of each of these. You can find your coordinates on a map by typing /loc or setting up a key in your Options menu to give the location when you press it. Use this to zero in on plaques that are hard to find even after following the directions. Take your bearings often and pay careful attention to how going a certain direction changes the numbers. This is easier than it sounds and is only needed for the really tough ones.
Plaques are different from exploration badges because you have to actually click on the Plaques to read their message and get credit. Additionally, you must read ALL of the plaques on a certain subject before a badge will be rewarded, so don't be discouraged if the first plaque you hit doesn't spawn a badge. You will always have to touch a few to get rewarded a badge.
On the bright side, the city's history is pretty neat. I look forward to the devs adding even more history, but I hope they put future plaques in more obvious locations with special art involved. They should be tourist badges more than anything. There are certainly interesting peices of art in the game that are worth visiting. Luckily, those are covered fairly well with the tourism/exploration badges too.
If you are wanting to search for these on your own, then don't look any farther. These are INCREDIBLY time consuming to find though, and if you are like me, then the experience of getting to read them is the fun part and the finding them is the chore. If you find it a thrilling challenge to search through a zone for plaques then READ NO FURTHER! If you just are a badge hunter, or you can't wait to read all about the city's history, well here are the secret's revealed:
Atlas Park - 5 plaques
CitizenCrimeAct1 (-1144.6 -16.0 -172.2) East wall of small park just south of Hyperion Way dot
CitizenCrimeAct2 - ( 1324.7 4.3 416.0 ). It's North and a tiny bit east of the Downside marker. Go north on the road from the Downside marker, make the first right and look for it on a grassy knoll just passed the building with a yellow canopy.

NemesisSeizesControl2 - (2012.2 126.2 -7050.7) - Put a thumbtack in the centre of the rikti ship on the map (the pale blue dot). It's 560 yards north east of that. It's on a piece of ground sloping steeply up to the West, on the northwest corner of a broken building.

DimensionalBarrier1 - (1721.2, -16.0, 2400.9) - 217 yards west of Gaspee marker - on the east-facing wall of a riverbank (with a dock attached).
RiktiWar1 - (4245, 0, 3685) - 211 yards north of the Hutchinson Park marker. Right next to a bridge that is just west of Penny Preston (the mutant store).
Also in FF - (2687.6, 0.0, 895.8) and (2665, 0, 4088) - BROKEN??? The two angel statues at the north and south ends of the Red River's Western banks. Neither of them give information, so they may be decorative, but hopefully they are just not turned on yet. Not sure if this is the last clue here.

RiktiWar4 - (-2815 -26 2968) - 107 yards NE of Pit marker. The plaque faces SE on a sloped bit of concrete squares pavement.
RiktiWar5 - (-1317, 0, 4487) - Pretty high up on a wall 148 yds West of the Utopia Complex marker.

Abandoned Sewers - These are the higher level sewers that you can only reach after level 36. It is reached by going to the door to the right after entering any of the normal sewer entrances
NemesisSeizesControl3 - (465.2, -576.0, -1558.0) - The best way to describe is location is to direct someone to enter the sewers in Boomtown and then head East towards the Steel Canyon Sector. The plaque is located on a wall at a junction point connecting the Boomtown, Steel Canyon and Underworld sectors. On the wall in this junction point room there will be something that says "Drainage Arm 8 Steel Canyon", letting you know that you are soon to enter the Steel Canyon sector of the sewers. Below this sign and to the left is the plaque. There is only one path from the Boomtown Sector to the Steel Canyon Sector, so if you can navigate between the sectors you should be able to find it. Sorry the directions are so complicated, it's kind of difficult to describe where the plaque is without any real landmarks in the area.

RiktiWar2 - (7226.3, 32.0, -549.8) - 162 yards North of the Carnival Town marker.
RiktiWar3 - (2569.5 -0.0 2680.1) - 239 yds. north and a bit east of The Blight Marker. It's a freestanding pedestal on the corner of a turn in the road.
Rikti Crash Site - 1 plaque
NemesisSeizesControl2 - (2012.2 126.2 -7050.7) - Put a thumbtack in the centre of the rikti ship on the map (the pale blue dot). It's 560 yards north east of that. It's on a piece of ground sloping steeply up to the West, on the northwest corner of a broken building.
Founders Falls - 2 plaques
DimensionalBarrier1 - (1721.2, -16.0, 2400.9) - 217 yards west of Gaspee marker - on the east-facing wall of a riverbank (with a dock attached).
RiktiWar1 - (4245, 0, 3685) - 211 yards north of the Hutchinson Park marker. Right next to a bridge that is just west of Penny Preston (the mutant store).
Also in FF - (2687.6, 0.0, 895.8) and (2665, 0, 4088) - BROKEN??? The two angel statues at the north and south ends of the Red River's Western banks. Neither of them give information, so they may be decorative, but hopefully they are just not turned on yet. Not sure if this is the last clue here.
Eden - 2 plaques
RiktiWar4 - (-2815 -26 2968) - 107 yards NE of Pit marker. The plaque faces SE on a sloped bit of concrete squares pavement.
RiktiWar5 - (-1317, 0, 4487) - Pretty high up on a wall 148 yds West of the Utopia Complex marker.
Peregrine Island - 1 plaque
NemesisSeizesControl1 - (-1900.2, 0.2, -7229.3) 159 yards NW of the Cutlass Isle marker facing west behind a pillar
Abandoned Sewers - These are the higher level sewers that you can only reach after level 36. It is reached by going to the door to the right after entering any of the normal sewer entrances
NemesisSeizesControl3 - (465.2, -576.0, -1558.0) - The best way to describe is location is to direct someone to enter the sewers in Boomtown and then head East towards the Steel Canyon Sector. The plaque is located on a wall at a junction point connecting the Boomtown, Steel Canyon and Underworld sectors. On the wall in this junction point room there will be something that says "Drainage Arm 8 Steel Canyon", letting you know that you are soon to enter the Steel Canyon sector of the sewers. Below this sign and to the left is the plaque. There is only one path from the Boomtown Sector to the Steel Canyon Sector, so if you can navigate between the sectors you should be able to find it. Sorry the directions are so complicated, it's kind of difficult to describe where the plaque is without any real landmarks in the area.
