Healing

GoEH: CD increased by 5s
Signet of restoration: CD decreased to 25s, passive heal increased by 30%, active heal reduced by 50%
Ether renewal: can be casted while moving

Dagger

lightning whip: dmg multiplier increased from .5 to .6
lightning touch: it now applies weakness , CD increased to 10s
frost armour: chill effect increased from 1s to 2s on each hit
burning speed: CD increased by 3s - evasive move added to the skill

Scepter

water trident: CD decreased from 20s to 18s

Staff

burnign retreat: added evasive manouvre (like burning speed)

Utilities

armor of earth: stability reduced from 8s duration to 6s duration

Conditions

vulnerability: now gives 1% dmg increase for stack

General changes

Swap sigil now apply on attunement swap, but there is a 9s internal cooldown on its activation anyway and this is for everybody of course, either way finally eles and engineers can use the swap sigils.
